Summer 2016 Heat Wave and LIHEAP Assistance Letter Released!

Recent weather reports and media alerts are highlighting the heat wave that is anticipated to begin this week in the central and southeastern portions of the United States. Temperatures are expected to be at least 100 degrees, and will feel even higher after factoring in humidity. Many employers have begun to receive Health Insurance Marketplace notices. The various state Health Insurance Marketplaces are now required to provide employers with a notice when an employee applies for health insurance on the state Marketplace and their application indicates they are eligible for federal subsidies to purchase their insurance. Statement: House Appropriations Subcommittee Passage of Labor, Health & Human Services, Education FY 2017 Funding Bill

Today, the House Appropriations Subcommittee for Labor Health & Human Services, Education, and related Agencies passed their FY 17 funding bill. Despite the bill cutting $570 million overall from last year's FY 16 level, the bill included a $141.6 million increase for Head Start and Early Head Start allocated to support programs and the Head Start Workforce meet rising operating costs through a Cost of Living Adjustment.
Community Action SSVF Providers Receive VA Approval to Attend 2016 CAP Annual Convention

As of Tuesday, July 5, 2016, the VA approved the SSVF training track scheduled during the 2016 Annual Convention! What does this mean for local SSVF programs? Since this is now a VA-approved training, SSVF staff may now use SSVF funds to attend Convention. ROMA Next Generation 60-day Comment Period Now Open

See the "Dear Colleague" Letter, or view the newly-released ROMA Next Generation Materials. As a follow up to the initial comment period on ROMA Next Generation, the first Federal Register Notice will be published in the coming weeks. During this 60-day comment period you will be able to review the ROMA Next Generation framework as the CSBG Annual Report. The Office of Community Services (OCS) is requesting feedback from the Community Services Block Grant (CSBG) Network on the proposed CSBG Annual Report through a Paperwork Reduction Act (PRA) information collection posted to the Federal Register in volume 81 FR 39267, number 2016-14229, pages 39267-39268 on June 16, 2016. The 60-day comment period began on June 16, 2016 and will end on August 15, 2016. NASCSP has developed tools and resources to support your review. DOL Issues Final Overtime Rule under the FLSA

On May 18, 2016, the U.S. Department of Labor ("DOL") issued a long-anticipated final rule (the "Overtime Rule") extending overtime protections to an additional 4.2 million exempt workers who are not currently eligible under the federal Fair Labor Standards Act ("FLSA"). The Association of Community Action Agencies (OACAA) in cooperation with Community Research Partners (CRP) released its annual State of Poverty in Ohio Report on April 27, 2016, at The Ohio Statehouse Ladies Gallery. The report illustrates the effects of poverty as we try to understand how economic hardships affect Ohioans. ACA Filing Deadlines Approaching

The deadlines for the Patient Protection and Affordable Care Act (ACA) information reporting with the Internal Revenue Service (IRS) are quickly approaching. The deadline for furnishing the 2015 Forms 1095-C to employees, which was extended by two months, is March 31, 2016, and the deadline for electronically filing the Forms 1095-C and 1094-C, which was extended by three months, is June 30, 2016. On September 25, Agriculture Secretary Tom Vilsack and Health and Human Services Acting Deputy Secretary Mary Wakefield announced 10 sites to participate in the "Rural Integration Models for Parents and Children to Thrive" (Rural IMPACT) technical assistance demonstration. Many of you may have heard OCS Director Jeannie Chaffin talked about at this initiative at eh CAPLAW, NASCSP, and Partnership conferences over the past few months. CAPLAW Submits Comments on Proposed Head Start Program Performance Standards
On June 19, 2015, the U.S. Department of Health and Human Services proposed the first comprehensive revision and reorganization of the Head Start Program Performance Standards since they were published in 1975. CAPLAW submitted comments on the proposed Standards, a copy of which is available here. Proposed FLSA Regs Expand Eligibility for Overtime Pay

The U.S. Department of Labor (DOL) issued a proposed rule that more than doubles the minimum salary threshold for certain employees to be considered exempt from the minimum wage and overtime pay protections under the federal Fair Labor Standards Act (FLSA). Comments to the proposed rule are due by 11:59 p.m., Eastern Daylight Time, on Friday, September 4, 2015 and may be submitted electronically here.
HHS Extends Comment Period for Revised Head Start Program Performance Standards

In a notice published in the Federal Register, HHS announced that it will extend the comment period for the proposed Standards by 30 days to 11:59 p.m., Eastern Daylight Time, on Thursday, September 17, 2015. Comments on the proposed Standards may be submitted electronically here. CAPLAW will submit comments on the proposed Standards and encourages CAAs to send any suggestions they have for CAPLAW with respect to its comments to Veronica Zhang by Tuesday, September 1, 2015.
